***As of November 2023, this map has been updated to use a new format. For details, please see here.*** Disclaimer: The Sea Level Rise (SLR) map shows the most extreme level of SLR possible. It is a very, very unlikely scenario that would only occur if no efforts to address SLR occur and both a King Tide and 100-year storm occur at the same time. The real purpose of the maps is to provide a broad net to help the City identify projects that that may be vulnerable. The data is based on what was in the ground as of 2010 and doesn’t include piers.

The inundation maps and the associated analyses are intended as planning level tools to illustrate the potential for inundation and coastal flooding under a variety of future sea level rise and storm surge scenarios. The maps depict possible future inundation that could occur if nothing is done to adapt or prepare for sea level rise over the next century. The maps do not represent the exact location or depth of flooding. The maps relied on a 1-m digital elevation model created from LiDAR data collected in 2010 and 2011. Although care was taken to capture all relevant topographic features and coastal structures that may impact coastal inundation, it is possible that structures narrower than the 1-m horizontal map scale may not be fully represented. The maps are based on model outputs and do not account for all of the complex and dynamic San Francisco Bay processes or future conditions such as erosion, subsidence, future construction or shoreline protection upgrades, or other changes to San Francisco Bay or the region that may occur in response to sea level rise. The Environmental Justice Communities Map (“EJ Communities Map”) describes areas of San Francisco that have higher pollution and are predominately low-income. This map is based on CalEnviroScreen, a tool created by CalEPA & OEHHA that maps California communities that are most affected by pollution and other health risks. This EJ Communities Map includes additional local data on pollution and demographics, and was refined during the community engagement process based on public feedback.
“EJ Communities” are defined as the areas facing the top one-third of cumulative environmental and socioeconomic burdens across the City. The EJ Communities include areas of Bayview Hunters Point, Chinatown, Excelsior, Japantown, Mission, Ocean View-Merced Heights-Ingleside, Outer Mission, Potrero Hill, SoMa, Tenderloin, Treasure Island, Visitacion Valley, and Western Addition.

"EJ Communities” are defined as the areas facing the top one-third of cumulative environmental and socioeconomic burdens across the City, with scores 21-30.

This dataset was provided to the San Francisco Planning Department from the San Francisco County Transportation Authority (Transportation Authority) in March 2016. The Transportation Authority uses the San Francisco Chained Activity Model Process (SF-CHAMP) to estimate vehicle miles traveled (VMT) by private automobiles and taxis for different land use types. Travel behavior in SF-CHAMP is calibrated based on observed behavior from the California Household Travel Survey 2010-2012, Census data regarding automobile ownership rates and county-to-county worker flows, and observed vehicle counts and transit boardings. SF-CHAMP uses a synthetic population, which is a set of individual actors that represents the Bay Area’s actual population, who make simulated travel decisions for a complete day.

VMT estimates are provided for existing (2012) and future (2040) for three land use types: office, residential, and retail. For these estimates, Transportation Authority used tour-based analysis for office and residential uses and a trip-based analysis for retail uses. The aforementioned VMT estimates are provided for each transportation analysis zone within San Francisco and compared to regional averages.

The data is in a zipped file geodatabase (GIS) format. Geographic boundaries are Traffic Analysis Zones (TAZ's).
